"My comment about 2021 was not mine". I repeated it but it was a comment that had been made by the leaders who had their inter-Korean summit in Pyongyang. They talked about 2021 when they were gathered there. "So I was reiterating this as a time line that they were potentially prepared to agree to", Pompeo said at the State Department.
In the September 19 written statement, Pompeo had announced talks with North Korean officials involving him and newly appointed USA envoy Stephen Biegun.
The delegation includes a son of former President Roh Moo-hyun, who met then-North Korean leader Kim Jong Il for the 2007 summit.
"Without any trust in the USA, there will be no confidence in our national security, and under such circumstances there is no way we will unilaterally disarm ourselves first". North Korea has placed a moratorium on nuclear and missile tests, dismantled parts of weapons testing site, and has pushed for an easing of sanctions before it completely relinquishes its nuclear arsenal. The two men once exchanged hostilities on social media that some liberal commentators thought would bring about a nuclear holocaust, but now just months later, the two strong world leaders are the best of friends. "There's no nuclear testing and there's not testing of rockets".
Pompeo will be making his fourth trip to Pyongyang after an earlier visit in August was called off by Trump over what he called a lack of progress in denuclearization. "Things stand firmly in place, such as the sanctions ... remain in place".
North Korean Foreign Minister Ri Yong-ho said at the United Nations General Assembly that there was "no way" the North would give up its nuclear weapons unilaterally, calling instead for a "corresponding response" from the US.
While Moon continues to talk with President Donald Trump, urging him to make peace with North Korea, North Korea plans to take a stronger stance in negotiations with the United States and suggested that Pyongyang will renounce denuclearization until the Korean War is formally brought to an end.
"I think the USA might have agreed to declare an end to the Korean War, but is wrangling with North Korea over the extent of (the) inspection the North should accept in the process of dismantling the Yongbyon compound", said Shin Beom-chul, a senior researcher at the Asan Institute for Policy Studies.
Kim Jeong-hyeon, spokesman of the center-left Party for Democracy and Peace, lauded this year's summits between the Koreas and the United States, saying the ambience of peace, cooperation and reconciliation has never been stronger, and that the three countries should use the momentum to strive forward.
In recent weeks, North Korea has demanded nearly daily that the United States sign an end-of-war declaration.
And nothing since then-up to and including the recent meeting between USA and North Korean officials on the sidelines of the UN General Assembly in New York-has indicated otherwise.
Still, Trump expressed hope that a deal ultimately could be reached with North Korea.
On domestic affairs, Kim said her party would mainly work on issues related to employment, real estate and small businesses.
Whether Seoul can persuade Washington to take up the proposed bargain remains to be seen. Tensions on the divided Korean Peninsula have dropped and fears of war with the US have ebbed.
