Prosecutors say they will file nine counts of felony child abuse against the Fairfield mother of 10 children who officials say suffered long-term abuse in a filthy home.
A Fairfield mom accused of raising her 10 kids in squalor has been taken into custody Wednesday, with bail being set at $495,000 after she made her court appearance.
KRON4's Lydia Pantazes is at the courthouse this morning.
Allen, 29, faces seven charges of torture and nine charges of abusing the children.
It's unclear whether any California government agencies had an opportunity to intervene in the years authorities claim 10 children suffered "horrific" abuse inside their suburban home.
Sharon Henry, chief deputy district attorney for Solano County, said she was "horrified" by the statements from the children and that torture was carried out in the house "for sadistic purposes".
The charges allege that Rogers caused the children to be in a situation that was likely to produce great bodily injury and death.
The 10 children shared a single bedroom, Rogers told reporters, while three other rooms served as the master bedroom, playroom and a meditation room. Allen is the father to the children, who range in age from a few months to 12 years old.
Rogers was originally charged last month with child neglect but she bailed out of jail.
The children did not require medical attention when they were removed, but stories about abuse came out gradually over the past six weeks and eight of the children told professionals about incidents dating back several years, authorities said. Both parents denied the allegations and said they are good parents.
"My husband is an fantastic person", she said.
Rogers said her home was in disarray because of the search for her missing son.
A lawyer for Solano County child welfare officials did not immediately respond to a request for comment Tuesday.
Larry Magney, who lives across the street on Fieldstone Court, told the San Francisco Chronicle that the couple moved in about a year ago.
They both worked, she said - she on the graveyard shift as an EKG technician, and Allen as a tattoo artist. Rogers' family, including her brother and sister, sat in shock during the hearing. There, the children not only lived in filth but were victims of physical and emotional abuse.
"There's no broken bones, there is no major scars, nothing", Rogers said.
The case started to unfold after one child was reported missing. He had been angry because Allen and Rogers had tried to take away his tablet computer, Rogers said, according to the AP.
Jonathan Allen and Ina Rogers were arrested earlier this week after police found their ten children with puncture wounds, burns, and bruises.
On the same day, the Solano County District Attorney's office said it would seek to amend the complaint against Rogers to add nine counts of felony child abuse.
Allen's mother, Peggy Allen, told the AP she had spoken to her son about the importance of housekeeping and Christian values - but that Allen avoided her and kept his relatives away from the children.
"The truth is that it is a functioning household", he said.
