The crash happened just days after authorities in Washington state opened an investigation following allegations the children were being neglected.
Police say Jennifer Hart had a blood alcohol level of 0.10, which is over the legal limit, when killing her family.
In California, a person is legally drunk if they have a BAC of.08 or higher.
Additionally, Carpenter said Jennifer Hart's wife, Sarah, and two of the three children found dead at the scene had a positive toxicology finding in their blood for diphenhydramine, an active ingredient in Benadryl. The office was still waiting on toxicology results from a third child.
Carpenter said none of the car's occupants were wearing seatbelts.
On Thursday, the Mendocino County Sheriff's Office said it had found belongings of the Thottapilly family, of Santa Clarita, as well as vehicle parts from their SUV about 14 miles down river from where investigators believe they rolled down an embankment. Debris at the accident site and other material found along the riverbanks also was consistent with that vehicle, officials have said.
Sarah's text was sent hours after Child Protective Services visited the Hart family home in Woodland on March 23 to follow up on a call from neighbors reporting that the six Hart family children were not being fed.
After investigating for almost a week, the authorities have now confirmed that the Indian family of four has drowned in the Eel River in Northern California, following a massive storm.
The crash killed Jennifer, her wife Sarah, and at least three of their adopted children, 19-year-old Markis Hart, 14-year-old Jeremiah Hart and 14-year-old Abigail Hart.
Jen and Sarah Hart, both originally from South Dakota, were the adoptive mothers of their six children from Texas.
