The Associated Press said that Jeffrey Feltman, UN undersecretary-general for political affairs, met with Foreign Minister Ri Yong-ho on the second day of his visit.
On Wednesday, he met with North Korean Vice Foreign Minister Pak Myong-guk and Russian Ambassador to Pyongyang Alexander Matsegora.
Before the meeting took place, the North Korean official expressed his hope that the discussion would be "full of sincerity", Kyodo News reported.
U.N. Secretary General Antonio Guterres had, on several occasions, expressed his willingness to broker talks between North Korea and the worldwide community.
Feltman is now the United Nations undersecretary-general for political affairs. "He's not traveling on behalf of the US government and he's not traveling -I want to make this clear - with any kind of message from the USA government".
Making the highest-level United Nations visit to the North since 2010, Feltman arrived in Pyongyang Tuesday for a four-day visit through Friday.
The U.S. and South Korean militaries are holding a major air force exercise and just last week Pyongyang test-launched an intercontinental ballistic missile that experts say could hit Washington.
"He's not traveling - I want to make this clear - with any kind of message from the USA government", she told reporters on Tuesday during a press briefing.
The visit by Feltman follows the dispatch last month by China of its highest-level envoy to North Korea in two years. "And if war comes, make no mistake, the North Korean regime will be utterly destroyed".
