Tillerson has said there can be no normal US relations with Russian Federation until Moscow ends its support for separatists in Ukraine and returned the Crimea region it annexed in 2014 - comments likely to reassure Western allies.
Tillerson's relationship with Trump has been strained by the top US diplomat's softer line on North Korea and other policy differences, as well as by reports in October that he had called the president a "moron". In a trip that will also take him to Vienna and Paris, Tillerson, a former Exxon Mobil Corp chief executive who has been at odds with Trump over issues such as North Korea, has sought to reassure European governments and USA diplomats that he is in control.
"The secretary will set an agenda of priorities that the Department of State and Department of Defense will work on prior to the trip", senior Tillerson aide R.C. Hammond said.
Tillerson plans to make the trip in the first quarter of 2018, the State Department said, after he dismissed reports that the White House wants him to resign within weeks.
