As expected, the injured duo of Jonathan Walters and Seamus Coleman have not recovered sufficiently to be considered.
O'Neill has made a decision to leave Walters out of his extended 34-man squad as the forward continues his recovery from a knee problem, although the manager is still optimistic the Burnley star could yet return to full fitness in time.
"I haven't put him in this squad although he is making good progress and we'll see what the next ten days might bring", O'Neill said at the squad announcement on Thursday.
"He's making exceptionally good progress, but we'll see". Ireland are away in the first leg in Parken Stadium, Copenhagen on Saturday, November 11 before hosting the second leg game in Aviva Stadium on Tuesday, November 14 in front of a sold-out crowd.
"Jon has played games this season. It has just come too early".
Fellow worldwide stalwart James McCarthy, who made his first appearance for Everton since March last night, makes the squad as he returns from the sidelines.
McCarthy's fitness or otherwise was repeatedly a source of tension between O'Neill and Toffees boss Ronald Koeman, who was sacked earlier this week, for much of the Dutchman's time at Goodison Park.
Goalkeeper Keiren Westwood returns following a rib injury, and though he is included, midfielder David Meyler is suspended for the first leg game.
Wolves' Matt Doherty and Reading's Paul McShane have earned call-ups having missed out for the squads to face Moldova and Wales.
