Last month, when the standoff between North Korea and the United States over Pyongyang's ballistic missile and nuclear weapons programs reached its peak, Trump threatened North Korean leader Kim Jong-un with "fire and fury the world has never seen".

"The order also includes measures created to disrupt critical North Korean shipping and trade networks", Trump said, calling for a "complete denuclearization" of Kim Jong Un's regime.
