Huntley threw just seven total passes a year ago as a freshman in four games, completing five for 60 yards, while Williams started all 13 games.
If the decision comes as a surprise, it is because Utah went 9-4 with Williams as the starter.
Former Cottonwood High star and Alabama transfer Cooper Bateman is listed as the third string quarterback on the depth chart.
Utah is ranked No. 25 in the preseason coaches poll, but is unranked in the Associated Press poll.
Williams threw for 2,757 yards (53.1 percent completion percentage) with 15 touchdowns and just eight interceptions, but completed just 48 percent of his passes over the final eight games. He rushed for 23 yards and one touchdown in the Foster Farms Bowl victory over Indiana.
Last season as a freshman, Huntley appeared in six games and attempted just seven passes for 60 yards. There were times previous year when it seemed Williams, who began his career at Washington, had a chance to develop into an effective Pac-12 starter. Williams was also sacked five times in that game.
"I see more things clearly now", Huntley said during camp, according to the Tribune.
The Utes have installed a pass-first offense under new coordinator Troy Taylor in an attempt to improve a passing game that has struggled since Utah joined the Pac-12 in 2011.
"From the spring until now, he's nearly a different guy", Taylor said last week, according to the Tribune.
