Russian Federation seized the initiative in Syria after the collapse of peace attempts with the U.S.in the last months of former President Barack Obama's administration.
Russian President Vladimir Putin on Tuesday said Moscow opposed any new sanctions against the Syrian leadership as they would undermine peace efforts to end the country's protracted war.
The draft was prepared by western permanent members of the Security Council, including the United States, a main supplier of arms to militants who almost six years ago started their struggle to bring down the Syrian government.
Ankara- Russia's deputy Foreign Minister Gennady Gatilov threw on Tuesday the ball of the intra-Syrian talks in the camp of United Nations mediator Staffan de Mistura after announcing from Geneva that "the fight against terrorism is a priority and should be on the agenda along with other issues, including Resolution 2254".
The latest round of talks to find a resolution to the six-year conflict began last Thursday following the suspension of negotiations last April.
Salem al-Muslet, a spokesman for the High Negotiations Committee, quickly responded to Russia's position and said: "The issue of terrorism does not need negotiations, but was used by the regime delegation to lengthen the process of the talks". It's demanding that Russian Federation press President Bashar al-Assad and his other chief ally, Iran, to observe a cease-fire and discuss steps for a political transition.

Russia hopes the Syrian opposition will form a joint delegation for the Geneva peace talks, RIA Novosti news agency reported on Monday, citing Russian Deputy Foreign Minister Mikhail Bogdanov.
"It is counter-constructive", Gatilov told reporters. The agenda for the moment focuses on three "baskets" or areas: governance, constitution and elections. "The fight against terrorism is a priority and it should be on the agenda, along with other issues that were suggested that are contained in (UN Security Council) resolution 2254", which set the terms of reference for the UN talks, he said.
But after a two-hour closed-door session at United Nations headquarters with UN Syria envoy Staffan de Mistura, lead opposition negotiator Nasr al-Hariri said they held "deep discussions for the first time".
The participants of intra-Syrian talks in Geneva refer to Russia's role in their launch, Gatilov said. "The climate will be negative, not because we will veto it, but because this resolution was put forward".
"While the Iran-Russia-Turkey diplomatic push has created new hopes for the settlement of the conflict, the USA and its allies are increasing efforts to escalate tensions and prevent a breakthrough", Jamali said.
Al-Hariri responded to demands by representatives of the regime to condemn attacks on the security forces in Homs by pointing out that the delegates from Damascus had not spoken about the air strikes which were carried out against civilians by the Syrian air force.
